This is an era where governance increasingly demands technical expertise and data-driven decision-making, Dr. Kadri Obafemi Hamzat stands out as a model of technocratic leadership in Nigeria. His rise through the ranks—from a young engineering student to Deputy Governor of Lagos State—reflects a career built on intellectual rigor, global exposure, and a commitment to public service.
At a time when many question the capacity of public institutions to deliver, Hamzat’s trajectory offers a compelling case for the value of competence, innovation, and continuity in governance. His blend of academic excellence and hands-on experience across multiple sectors has positioned him as a key figure in shaping modern Lagos.
Early Foundations: A Strong Academic Beginning
Dr. Kadri Obafemi Hamzat’s journey began with a solid educational foundation rooted in discipline and excellence. He attended Odu-Abore Memorial Primary School in Mushin, Lagos, before proceeding to Olivet Baptist High School in Oyo State, where his academic promise became evident.
His pursuit of higher education took him to the University of Ibadan, where he earned a Bachelor’s degree in Agricultural Engineering in 1986. Driven by intellectual curiosity, he continued at the same institution to obtain a Master’s degree in Agricultural Engineering in 1988, specializing in Crop Processing Engineering.
Hamzat’s academic journey reached a defining milestone at Cranfield University, England, where he completed a Ph.D. in Systems Process Engineering in 1992. Notably, he became the first student in his department to finish the programme within three years—an early indicator of his discipline and brilliance.
He further broadened his global perspective as an alumnus of the Harvard Kennedy School Executive Education Programme.
Global Experience: Private Sector and International Exposure
Before entering public service, Dr. Hamzat built a rich and diverse professional portfolio spanning academia, engineering, finance, and corporate leadership.
He began his career as a lecturer at Obafemi Awolowo University, contributing to academic development and research. His expertise later took him into consultancy with RTP Consulting Services and into international academic roles at Columbia University and the College of New Rochelle in New York.
Hamzat also gained valuable public sector experience in the United States, working with the City of New York, where he was exposed to large-scale governance systems and urban management.
His career then transitioned into high-level financial services, with roles at Merrill Lynch and Morgan Stanley, further sharpening his analytical and strategic skills.
Back in Nigeria, he assumed a pivotal corporate leadership role as Chief Information Officer and Group Head of IT Strategy at Oando Plc, where he drove technology strategy and innovation within one of the country’s leading energy firms.
Public Service: Driving Reform and Infrastructure
Dr. Hamzat’s transition into public service in 2005 marked the beginning of a transformative era in Lagos State governance. Appointed Commissioner for Science and Technology under Bola Ahmed Tinubu, and later retained by Babatunde Fashola, he spearheaded key digital transformation initiatives, including the implementation of Oracle Enterprise Resource Planning systems to improve government efficiency.
From 2011 to 2015, as Commissioner for Works and Infrastructure, he oversaw critical road, bridge, and urban development projects, contributing significantly to Lagos’ evolving infrastructure landscape.
He later served as Special Adviser on Works (Technical) to the Federal Government during Fashola’s tenure as Minister of Works, Power, and Housing, bringing his expertise to national infrastructure planning.
In 2019, Hamzat was elected Deputy Governor of Lagos State alongside Babajide Sanwo-Olu, a position he continues to hold following re-election. In this role, he plays a central part in policy execution across infrastructure, technology, and sustainable development.
A Career Defined by Competence and Innovation
Dr. Hamzat’s career reflects a rare blend of academic excellence, global exposure, and practical governance experience. From engineering classrooms to executive boardrooms and government offices, his trajectory underscores a consistent commitment to innovation and service delivery.
His contributions to Lagos State—particularly in technology integration and infrastructure development—highlight the impact of technocratic leadership in public administration.
As Lagos continues to expand as a megacity, figures like Hamzat remain central to shaping policies that bridge the gap between vision and implementation, reinforcing the importance of expertise in governance.
