The Lagos State governorship candidate of the All Progressives Congress (APC), Dr Obafemi Hamzat, has unveiled a 100-point manifesto outlining his proposed policies on healthcare, education, employment, infrastructure and public service delivery ahead of the 2027 governorship election.

Hamzat presented the manifesto, titled The Lagos Promise, on Friday at the Wole Soyinka Centre for Culture and Creative Arts, Iganmu, Lagos.

The document, also described as the Hamzat Compact, is structured around seven pillars covering people, infrastructure, economic opportunities, government operations, inclusion, security and citizenship.

Speaking at the event, Hamzat said 87 of the 100 pledges were firm commitments within the powers of the state government, while the remaining 13 would require consultations with the Federal Government and other institutions.

He also promised to publish a performance scorecard to enable residents to monitor the implementation of his proposed policies.

“If one of them is not delivered, it will be noted, and I must own it,” he said.

Among his first 100-day proposals is the establishment of a Child Protection and Nutrition Agency through legislation.

According to Hamzat, the proposed agency would work towards ensuring that every child below the age of 18 is either in school or learning a trade and has access to adequate food.

He also proposed establishing a Lagos State Service Delivery Office through an executive order to monitor government performance and publish baseline figures for assessing policy implementation.

On healthcare, the APC candidate promised to increase the number of maternal and child centres from six to 15, complete ongoing hospital projects and construct two additional general hospitals in Ogombo and Ibeju-Lekki.

He also pledged to upgrade 100 primary healthcare centres and recruit more doctors, nurses and midwives.

In the education sector, Hamzat promised to strengthen the EkoEXCEL programme in public primary schools, improve teacher training and retention, and review teachers’ compensation packages.

“We will review your compensation package, so that your pay matches the work we demand from you,” he said.

On employment, he proposed expanding access to business financing, simplifying business permits and introducing a vocational placement scheme for students in technical schools.

Under the proposed scheme, students would spend between six and 12 months with employers, while the state would cover 40 per cent of their stipends.

Hamzat also outlined plans to improve public transportation, including extending the Blue Line rail service to Okokomaiko and working with the Federal Government to advance the Green Line from Marina to the Lekki Free Trade Zone.

He further proposed expanding ferry services and integrating ticketing across road, rail and water transport systems.

“Lagos, we must know, is a water state. The lagoon must therefore be our third highway,” he said.

On environmental management, the candidate set a target of achieving 95 per cent waste collection coverage through improved operations by private sector participants.

He also promised to complete waste transfer facilities and advance a proposed waste-to-energy project at Agbowa.

Governor Babajide Sanwo-Olu, who attended the manifesto unveiling, expressed confidence in Hamzat’s ability to sustain ongoing projects and consolidate the state’s development plans.

Sanwo-Olu described Hamzat as part of the team involved in planning and developing modern Lagos, while urging him to remain attentive to residents’ needs.

The manifesto unveiling forms part of the APC’s preparations for the 2027 Lagos governorship election.
